27 CFO / FINANCE The Best and Worst Commercial Health Plans in 2016 By Morgan Haefner T he National Committee for Quality Assurance released its 2016 Health Insurance Plan Ratings providing information on how health insurance plans performed in regards to consumer satisfaction, prevention and treatment. NCQA studied 1,401 U.S. health plans and rated 503 private health plans. e ratings system is similar to CMS' Star Ratings of Medi- care Advantage plans. Here are the 13 highest ranked health plans, alphabetized by name. All the plans received a 5.0 rating, the highest possible. Blue Cross and Blue Shield of Massachusetts — health maintenance organization/point of service Capital District Physicians' Healthcare Network, New York — HMO/POS Capital District Physicians' Health Plan, New York — HMO Capital Health Plan, Florida — HMO Johns Hopkins U.S. Family Health Plan, Maryland — HMO Kaiser Foundation Health Plan of the Mid-Atlantic States, District of Columbia, Maryland and Virginia — HMO Kaiser Foundation Health Plan of Northern California — HMO Martin's Point U.S. Family Health Plan, Maine — HMO Tus Associated Health Maintenance Organization, Massachusetts and Rhode Island — HMO/POS Tus Benefit Administrators, Massachusetts and Rhode Island — preferred provider organization UPMC Benefit Management Services, Pennsylvania – HMO UPMC Health Coverage, Pennsylvania – HMO UPMC Health Plan, Pennsylvania — HMO Here are the six lowest ranked health plans, alphabetized by name. All the plans received between a 2.0 and 1.5 rating, with 1.0 being the lowest possible.
