It's there in the name: the Patient Protection and Affordable Care Act. So when federal legislators passed the PPACA and formalized the accountable care organization model, it's safe to say they had the healthcare consumer in mind. There are questions about whether Ameri- cans need 5,000 hospitals and if the Federal Trade Commission will con- tinue its aggressive stance toward hospital consolidation if one hospi- tal is clearly struggling to stay open. Whistle-blower False Claims Act cases and healthcare data breaches are both on the rise.
